Banshee-44 is the Gunsmith, and an important vendor in the Tower. He can be found on the right hand side of the tower when landing at the main part of the tower. Banshee-44 has bounties, legendary weapons which have set rolls that change, material exchange where you can swap certain materials for others and any quests relating to him that you have not completed, which will mostly be for Exotic Weapons.
The rank up system for Banshee-44 works differently to the other vendors. To rank him up, you need to give him Weapon Parts or Weapon Telemetry’s. he requires 100 weapon parts or 125 Weapon Telemetry’s to rank up. Ranking him up will reward you with a random weapon, a mod, or if you’re lucky some legendary materials.
It is worth checking his legendary weapon inventory regularly, as sometimes he’ll have a perfect weapon roll and it’s much easier to buy it here than to get lucky with farming it or having it drop in the open world.
Completing 8 Gunsmith Bounties from Banshee-44 will reward you with Powerful Gear as well as Bright Dust. Completing 8 Weekly Bounties for Zavala, Banshee, Shaxx and The Drifter is one of the few ways you can obtain Bright Dust.
